Literally studies have shown that for every dollar put into disaster preparedness, $15 are saved in terms of recovery...disaster prep is not only important it creates a situation where recovery funds can be best utilized.

One challenge is that for a long time much of the government emergency management personnel and leadership comes from prior careers in the military or law enforcement and brings those approaches. It is changing slowly as younger, more female and more diverse workers enter that field, but the frameworks are not naturally geared toward community self-determination.

Another challenge is providing temporary housing resources for residents vacated from damaged housing, when communities already have a shortage of affordable homes and many un-housed residents which then drives up the costs of housing even more

To Allan’s point about investing in the community building happening in frontline community orgs: The Just Recovery Partnership launched our 60-women strong Just Recovery Promotora Network to ensure this very action step: build capacity and invest in the the community leaders who should be at the decision, planning and recovery spaces. Currently, a subset of women in our network is working with the County Of Sonoma to ensure that their updated Emergency Operations Plan integrates and accounts for communities typically left out and ignored during disasters, with the expertise that these women bring in due to their years/decades long of community work with one or more of our just recovery partners.
