The New Jersey Housing and Mortgage Finance Agency has a very creative Hospital Partnership Program that NJHMFA matches participating hospital contributions toward soft funding in the capital stack for affordable housing in the neighborhood of the hospital. The housing is built using 4% LIHTCS and private activity bonds.

Providing health services in housing is expensive, and it has fallen upon the housing provider in the past to find the funding sources to provide the services. Grass roots advocacy is needed to convince Congress and the future Administration to provide funds through HHS/CMS to over these services as a high number of residents in affordable housing are dual eligible.
